The governments are a great add on, as are the new races, units, and animations. Its really cool how there are special general animations for each culture.

The strategy is great, but I want more diplomacy options, I want to have the option of building a civilization strong without being required to resort to constant war in order to enjoy the process. Rise of Nations is a fantastic RTS with great features. Government is an addition added in this expansion that adds a nice layer of gameplay to an already great game.
